Location timezone is wrong: If a location is set to UTC when it should be Eastern, the "Monday at 9am" task may have already generated and passed — at 4am Eastern. Settings → Locations → the specific store → verify timezone.
Start time already passed today: The project generates at the configured start time. If start time is 9am and you're checking at 8:55am, the task isn't there yet.
