1. The Fix
The location is missing from the user's location membership.
Go to Settings → Users → find the user → three dots → Update → Location Membership. Check whether the missing store is listed. If not, add it. Changes take effect immediately.
Location membership is what ties a user to a store. Without membership, they see nothing from that store regardless of their role permissions.
If the location doesn't appear in the selector: Check Settings → Locations to confirm the location was fully created and has a timezone set. Newly created locations with incomplete setup may not populate correctly.
